Avenue Community Development Corporation (“Avenue”) is a non-profit organization that promotes home-ownership and develops affordable housing in the Greater Houston area. To date, Avenue has developed single-family for sale, single-family rental, and multi-family rental properties in the low and moderate income areas of North Houston. In response to the great need for housing repair services due to Hurricane Harvey flooding, Avenue is issuing this Request for Qualifications from interested general contractors, licensed electricians and licensed plumbers as described below.

Housing Recovery Program – Avenue is opening a Housing Recovery Center at 2804 Fulton, in the Near Northside, at which Houston residents impacted by Hurricane Harvey flooding will be able to receive educational and counseling services related to repairing their damaged homes. As part of this effort qualified clients will be able to participate in a home repair program whose goal is to repair, as much as possible, their damaged homes. Avenue has received a grant from the Hurricane Harvey Relief Fund and from other funding sources to fund the program and to make grants to qualified individuals. Avenue CDC Contractor Package

Avenue is seeking applications and information from general contractors, licensed electricians and licensed plumbers qualified and willing to work in Avenue’s home repair program. As presently structured, homeowners who are participating in the program will receive educational and counseling services related to repairing their damaged homes and will have a draft scope of work and budget estimate prepared for the repair of their home. They will then be referred to the list of general contractors, electricians, and plumbers developed from this RFQ and other sources to engage their services in the repair of their homes. Expected sources of payment include FEMA grants, private insurance settlements, SBA loans and Avenue home repair grants.

As detailed in the application found here, to qualify for the program interested parties will be required to provide general information regarding their business, financial and banking information, business insurance, qualifications and licensure, references and recent job details.

Completed applications must be emailed to robertf@avenuecdc.org or mailed to Avenue CDC, Attn: Avenue RFQ, 2505 Washington Avenue #400, Houston, TX, 77007. Applicants are encouraged to apply as soon as possible but by no later than 5pm on November 3, 2017. Applicants, if qualified, may be selected for the program at any time. Avenue assumes the right to reject any and all responses received. Selected parties will be contacted no later than 2 weeks after the closing date if accepted into the program.
